Apparently, there are at least more than one reason why a PCB doesn’t work.
For instance, schematic is not correct enough, PCB layout doesn’t follow the designer’s requirements to handle signals, PCB exists quality problem, certain components are false or components parameters are wrong, soldering leads to cold solder joint or short circuit, etc.
In a word, the real reason of a PCB doesn’t work still need to confirm after full inspection.
